Andrew was born in Hampstead, London, to Wiesa and Abram Jacob Flapan, a physician, both immigrants from Poland during the second world war. He attended school in north London and, after the early death of his father, Epsom College in Surrey. He chose to follow his father into medicine, training at the London Hospital Medical School and graduating in 1980. Rotational postings took him to the Royal Sussex Hospital in Brighton, Hereford County Hospital, the Norfolk and Norwich Hospital, and the Royal Cornwall Hospital.
