The risks, challenges and investment associated with bringing a new therapeutic agent to market are well recognised.1 Creating the optimal environment to stimulate and support therapeutic innovation is clearly desirable if the potential benefits of biomedical advances are to be realised. This is none more so than for rare conditions—for which there may be no available treatments and where the smaller number of affected individuals makes commercial investment unattractive or unfeasible.
