Jeffrey was born in Leeds and grew up in Roundhay. He won a scholarship to study medicine at Leeds University and completed the five year course in four years. He met his wife, Ann, a nurse, during postgraduate training at St James’s Hospital and joined a general practice in Normanton in 1965, becoming a respected figure in the local community.
